Unfortunately, the Nouns DAO Payer contract ran out of USDC during the execution of Proposal 855. The DAO currently has a USDC debt of ~53.5k from both Proposal 855 and Proposal 856.
I'm proposing to refill the Payer contract with 200,000 USDC in order to pay down the current debt and leave a buffer for future proposals. The DAO currently has over 900k USDC sitting in the treasury. These funds can be withdrawn back to the Treasury at any point via proposal.
Historically, transactions were automatically added to proposals to transfer ETH to the Token Buyer, which would eventually be used to fill up the Payer contract. These were turned off as the DAO began to run low on native ETH. Proposals are still requesting USDC from the Payer contract, but without the Buyer contract refills being included.
Proposals can also request USDC directly from the DAO Treasury instead of the Payer for future reference.
